About Meanchey:

Since 2000, Meanchey has been on the move with many new factories and, more recently, large scale property developments. Filling Boeng Tumpun lakes allowed large scale developments to grow and includes mixed use developments, schools, residential complexes and malls.

Steung Meanchey used to be one of the most impoverished areas in Phnom Penh, due to dumpsites located there.

Many NGOs moved there to assist the poor, but the area has since improved with modern infrastructure, road upgrades and overall economic development.

About Phnom Penh – Sihanoukville Expressway:

When operational in 2023, this expressway will be the largest roadway in the country. It promises to provide an efficient link between the two cities under the auspices of China’s Belt and Road Initiative.

  • PROJECT TYPE: 2 + 2 lane expressway
  • MAXIMUM SPEED: 100 km/h
  • LENGTH: 190 km
  • WIDTH: 24.5 metres
  • DEVELOPER: China Road & Bridge Corporation (CRBC)

JICA undertook a feasibility study between 2006 and 2018 and construction commenced in 2019. The roadway starts at Tomnup Kob Srov Road, runs on the west side of NR 4 to Chbar Mon. There it crosses over NR 4 and continues along its east side to Sihanoukville.

The project includes 89 bridges and four rest stops. Numerous gasoline stations will be built and crash barriers installed to enhance safety.

Financing and contractors:

CRBC is the principle contractor under a Build Operate Transfer model. It will cost US$2 billion and is a Public Private Partnership project with CRBC and the Chinese / Cambodian governments. Ongoing CAPEX and OPEX costs will come from road users via toll booths.

Benefits of the Expressway:
  • Fast link between the capital city and main seaport, reducing time and costs
  • Reduce travel time between the two by 50% to 2½ hours
  • Ease congestion on NR 4 and enhance reliability and safety of road network
  • 6,000 construction jobs and 2,000 operations jobs

Post Covid, 2022 and a brave new normal

There is some doubt as to what a post Covid world will look like even though many say things will be back to a brave new ‘normal’ by the end of 2022.

It is widely known that the pandemic changed consumer behavior and spending habits enormously. The suspension of regional and international travel, for instance, directly impacted retail, tourism and hospitality sectors across the globe. This led to a rise in online shopping and entertainment platforms and is likely to create long-term effects on retail markets and eventually real estate.

However, the market remains in flux and has already changed irrevocably due to shifted consumer habits (and now the Ukraine war will play a role). How this will affect real estate in any significant way post 2022 is yet to be seen, but aspects of building design and transport are likely to change as a result.
